Unlike the Douglas County towns, this one is its own site with its own name on the door. You would be the publisher of a town's guide, not a section of somebody else's.

Elizabeth sits on the plains east of Douglas County and it has the thing that makes a local guide work: people who genuinely need to know what is happening in their own town, and businesses that cannot buy their way out of the problem with a national ad.
